2025 Flexible Spending Account (FSA) Overview

To provide tax-saving opportunities for employees, Dow Aero (“Company”) offers two Flexible Spending Accounts (“FSA”) types:

  • Healthcare Flexible Spending Account (HCFSA)

  • Dependent Care Flexible Spending Account (DCFSA)

Employees that have not elected for the Medical Base plan are eligible to enroll for either of these offerings. Medical Base plan participants are not eligible only for the Healthcare FSA; as in accordance with our current plan configuration—these employees should review the Company’s Health Savings Account (“HSA”) offering, which they would be eligible for and that provides similar tax saving opportunities as a Healthcare FSA.

An FSA is an excellent way for employees to maximize their take-home pay as deductions from their payroll are pretaxed.

Contribution Limits

For this current plan year, Flexible Spending Account (“FSA”) contributions are limited to:

  • $3,300 Healthcare

  • $5,000 Dependent Care ($2,500 if an employee and their qualifying partner file separate tax returns)

These limits have been determined in accordance with Internal Revenue Service (IRS) requirements; contribution limits may be updated annually.

Qualifying Expenses

Healthcare FSA

A Healthcare Flexible Spending Account (HCFSA) can be used to pay for qualifying medical care costs for employees, along with their eligible partner and children. These qualifying healthcare expenses include:

  • Copayments

  • Coinsurance

  • Deductibles

  • Prescriptions

  • Dental Treatments

  • Orthodontics

  • Eye Exams

  • Eyeglasses/Contacts

  • Corrective Vision Surgery

Dependent Care FSA

A Dependent Care Flexible Spending Account (DCFSA) can be used to pay for:

  • Costs of caring for a dependent child under the age of thirteen (13) on services that include babysitting, daycare, nurseries, pre-school, etc.

  • Expenses incurred as an active guardian of a dependent that is incapable of caring for themself.

Contribution Use

Healthcare FSA

Employees shall receive immediate access to the full benefit amount they’ve elected for once their plan becomes effective.

Dependent Care FSA

Employees shall receive access to their benefit amounts only as contributions are deducted from payroll.

Rollover

As of 01/01/2025, any funds placed in an FSA account that is not used during the current calendar year can be rolled over to the following year. Maximum rollover amounts are dictated by the Current IRS statutes.

Grace Period and Receipts

Any expenses applied to either of the FSA plans before 01/01/2025, may be eligible to claim beyond the plan year, which ends on December 31, 2024. This extension is available via a provisioned grace period that is scheduled to end on March 15, 2025. Unused account balances that exist beyond the grace period cannot be transferred or rolled-over; these contributions will not be returned to employees.

Receipts can continue to be submitted to process claims until March 31, 2025.

Member Account

Flexible Spending Account (“FSA”) subscribers for either of the plans can optionally create and login to a member account that includes online access for:

  • Checking balances;

  • Reviewing claims and payments;

  • Uploading receipts.

A mobile app is also available for iOS and Android devices.

Purchases

Employees can make qualifying purchases from nearly any supplier by using their provided Healthcare Card or when requested retroactively within an acceptable period of time.

Receipts can be easily submitted to the provider for review from either the EZ Receipts mobile app (available for either iOS and Android) or from their member account.

Termination

Flexible Spending Account (FSA) access for either plan ends immediately upon occurrence of a termination event. Any deductions may be suspended on an employee’s final qualifying payroll. This plan may be eligible for COBRA temporary continuation of coverage only when the current amount that has been spent is equal to or less than the contribution amount that has been deducted from payroll.
